Now that Gov. Jerry Brown has signed legislation to allow the state to spend billions on high-speed rail, Bay Area residents had better brace for the real ride - a push for $650 million in toll hikes and new San Francisco taxes. That's how much will be needed to help pay for a tunnel to connect the Transbay Terminal to the Caltrain station at Fourth and King streets. As it turns out, none of the $2.5 billion in tunnel costs were included as part of the narrowly approved high-speed-rail deal.

San Francisco - Australia's foreign minister privately warned Sunday that foreign leaders see "America in decline," Republican presidential candidate Mitt Romney said. Romney said he met with Foreign Minister Bob Carr in a San Francisco hotel Sunday night shortly before a Republican fundraiser. He said Carr suggested that America could improve that international perception "with one budget deal" that helps balance the budget. "And this idea of America in decline, it was interesting [Carr] said that; he led the talk of American being in decline," Romney said at the fundraiser, according to The Sydney Morning Herald newspaper. "And if they're

Judicial Watch obtained and published internal emails from senior Immigration and Customs Enforcement (ICE) officials that showed President Barack Obama?s uncle, Onyango Obama, received a deportation stay. In addition, the e-mails showed ICE officials deliberately stonewalled and misled reporters, such as those from the Boston Globe, and possibly Congressional officials as well on uncle Onyango?s immigration status, and gave Obama?s uncle favorable treatment. (Snip) This is yet another example of uncle Onyango receiving favorable treatment. He had a valid Massachusetts drivers license, which was reinstated after having been suspended after he was arrested for driving while intoxicated.

While this quarter's earnings reports have crossed a substantially lowered profit bar, future expectations through the year indicate a recession could be on the way. Estimates for the third and fourth quarters have been dropped to levels not seen since the days of the 2008 financial crisis, below even the muted 2 percent expected level of inflation. That's an ominous recession sign for an economy that has barely managed to attain positive growth this year even with the strong level of earnings beats, according to an analysis by Nicholas Colas, chief market strategist at ConvergEx in New York.

Brussels - Spain and Italy reinstated a short- sale ban on stocks as bank shares plunged to record lows, bond yields rose and the euro traded below its lifetime average against the dollar on concern the debt crisis is growing. Spain?s CNMV market regulator banned the creation of negative bets on equities through shares, derivatives and over- the-counter instruments for three months. Italy?s Consob prohibited the practice on 29 banking and insurance stocks for one week, citing ?grave tensions? in financial markets.

Syria's threat to use chemical weapons against foreign intervention is "unacceptable," British Foreign Secretary William Hague said on Monday. "This is typical of the complete illusion of this regime, that they are the victims of external aggression," Hague told reporters at a European Union foreign ministers' meeting in Brussels. "What is actually happening is their own people are rising up against a brutal police state ... and in any case it is unacceptable to say that they would use chemical weapons under any circumstances."

David Gelernter is professor of computer science at Yale and the author, most recently, of America-Lite: How Imperial Academia Dismantled Our Culture (and Ushered in the Obamacrats), just published by Encounter Books. Earlier this month he wrote ?Why do we live in America-Lite?? for us, briefly summarizing the themes of his new book. We invited him to return with something that expands on the themes of the book. He has graciously responded with the column below, applying the themes of his new book to explore Barack Obama?s apparent political buoyancy: Surprise is the beginning of wisdom

A telling moment in the presidential race came recently when Barack Obama said: "If you've got a business, you didn't build that. Somebody else made that happen." He justified elevating bureaucrats over entrepreneurs by referring to bridges and roads, adding: "The Internet didn't get invented on its own. Government research created the Internet so that all companies could make money off the Internet." It's an urban legend that the government launched the Internet. The myth is that the Pentagon created the Internet to keep its communications lines up even in a nuclear strike.

AURORA, Colo. -- University of Colorado officials were looking Sunday into whether James Holmes used his position in a graduate program to collect hazardous materials, but school officials weren't saying whether they knew the suspect in a mass theater shooting was anything more than a hard-working student. Officials also revealed that Holmes, 24, has not been cooperating with police and that it could take months to learn the motive for his alleged attack early Friday on a packed theater of moviegoers watching the premiere of the latest Batman movie. The assault killed 12 and left 58 wounded.

NORTH HUNTINGDON ? Mitt Romney was fired-up. ?The president actually said, if you?ve got a business, you didn?t build that, somebody else made that happen.? He paused and threw his hands up before adding: ?Really?? Sitting in a small office attached to a local shale industry company for an interview with the Trib, Romney remained agitated and energized. The agitation was personal because he is genuinely appalled by President Obama?s attitude toward business. ?I could not believe he said that. And it wasn?t just a twist of phrase, he actually goes on to explain what he meant by that,?

One by one, the pictures of House members adorning the lobby of Democratic Party headquarters have come down, turning neat rows of framed photos into a disjointed mess ? ?splattered,? as one aide described it. The half-dozen or so lawmakers whose mugs have vanished in recent weeks weren?t indicted in court or slapped with an ethics violation. But their transgression is still deadly serious in the eyes of top party leaders: ignoring pleas to kick in cash for Democrats? increasingly uphill slog to take back the House. Don't look now, but the Muppets want a divorce. The Jim Henson Company is scrapping its kids'-meal-toy relationship with Chick-Fil-A now that the left-wing pressure is on to boycott the Christian fried-chicken chain, which is offering toys right now from the Jim Henson Creatures' Shop line. Muppet chieftain Lisa Henson went to Harvard and was president of Columbia Pictures, making her a progressive elite on both sides of the country. They announced on their Facebook page Friday they were strong supporters of "gay marriage" and were donating their Chick-Fil-A proceeds to the gay censorship cause:

Mexican President Felipe Calderon urged the United States to reconsider its "mistaken" gun laws in a series of tweets Saturday following the movie theater massacre last week in Colorado. Calderon first offered his condolences for the shooting spree that left 12 dead and injured nearly 60 others during a midnight screening of the latest Batman film. "I express my condolences to the American people for the tragedy in Aurora, Colorado," Calderon tweeted. But the Mexican president then urged American lawmakers to reconsider gun control legislation. "Because of the Aurora, Colorado tragedy, the American Congress must review
