In 1950, Science News ran a story showing for the first time that a potent antibiotic could do more than knock out disease. New animal experiments, we reported, ?cast the antibiotic in a spectacular new role? as a livestock growth promoter. Lacing the food of hogs with trace quantities of this drug increased meat yields by up to 50 percent, scientists at Lederle Laboratories had reported at a research conference. Sixty-two years later ? to the day ? a federal judge has now ordered the Food and Drug Administration to resume efforts toward outlawing this?nonmedical use of antibiotics.
The 1950s were rife with ebullient prognostications. And our reporter back then had found the prospect of boosting meat production with harmless quantifies of a drug exciting. Our story proclaimed that the discovery ?may hold enormous long-range significance for the survival of the human race in a world of dwindling resources and expanding populations.?
But it turned out that here, as in so many instances, there?s no free lunch.
Feeding animals trace quantities of an antibiotic didn?t harm them. In fact, it launched the widespread and largely indiscriminate use of these life-saving drugs for nonmedical purposes. As germs encountered subtherapeutic doses of these medicines again and again, both in animals and the environment, bacteria evolved a resistance to them.
Before long, that resistance began emerging in humans who became infected with the same germs, or close relatives to them. The result: As in the 1930s, people were again facing life threatening illness from germs that antibiotic wonder drugs had been developed to eradicate.
FDA knew about this, of course, notes U.S. Magistrate Judge Theodore Katz in his new ruling. Thirty-five years ago, he points out, ?FDA issued notices announcing its intent to withdraw approval of the use of certain antibiotics in Iivestock for the purposes of growth promotion and feed efficiency.? At that time, FDA acknowledged that nonmedical use of penicillin and tetracycline-type drugs ? and the drug resistance they were spawning ? threatened human health.
By law, that 1977 ruling should have set in motion a procedure of hearings that would give drug manufacturers a chance to rebut the FDA assessment. If the drug makers didn?t challenge the assessment or prove that FDA had gotten it wrong, growth promoting use of the drugs would have to end.
But those hearings never took place, which has given livestock growers a 35-year extension of the drugs'?use.
Enter the Natural Resources Defense Council. Last year, its litigators filed a lawsuit against FDA on behalf of the Center for Science in the Public Interest, Food Animal Concerns Trust, Public Citizen, and the Union of Concerned Scientists. These public-interest groups charged that FDA dropped the ball and the public was suffering. They asked the court to make FDA resume its procedural case against antibiotics in livestock feed.
For its part, FDA argued that it was in the process of working with drug manufacturers to encourage a voluntary phaseout of growth-promoting applications of penicillin and tetracycline antibiotics. So the agency argued it no longer needed to formally outlaw these uses.
Not true, argues Judge Katz in his March 22 opinion. The law is the law.?Once FDA made a preliminary determination that human health was imperiled by nonmedical antibiotic uses, the process must?progress toward a formal withdrawal of legal approval for this application. As long as the initial science has not been proven wrong in the interim, the agency is obligated to complete the action it started ? even after 35 years.
Indeed, the judge observes, over the intervening decades ?scientific evidence of the risks to human health from the widespread use of antibiotics in livestock has grown.? Those health concerns ? and accumulating libraries of data ? also point to risks for antibiotics that extend well beyond the penicillin and tetracyclines covered in FDA?s 1977 assessment. In fact, two citizen petitions asked FDA to end growth-promoting uses for additional antibiotics.
Last year, FDA threw out the petitions, arguing they were moot now that the agency was working with drug manufacturers towards some sort of voluntary phasedown or phaseout.
Arguing that voluntary guidelines will not satisfy these claims either, ?We?re challenging the denials of those petitions,? says Avinash Kar, one of the NRDC attorneys involved. ?So that part of the case is still being litigated,? he says, ?and will probably result at some point in a court hearing.?
For now, Judge Katz has merely instructed FDA to go ahead and hold hearings on the fate of penicillin and tetracycline. How soon the agency must act has not yet been spelled out, Kar says: ?Further court proceedings will decide the timeline. And, of course, it?s possible that FDA might appeal.?

FCC weighs Dish 4G network and 700MHz interoperability
Secondly, and perhaps even more important, is a proposal that would place new interoperability rules on the 700MHz spectrum used by both Verizon and AT&T for their LTE service. Until now concerns over interference have kept most 700MHz devices from being able to hop between the different blocks of spectrum. This is a particularly big issue for small and rural carriers which own some chunks of real estate in the band, but lack the buying power to convince big OEMs to make handsets for their networks. Obviously, there's still some haranguing to do before either of these proposals become law and you can bet AT&T will do its best to derail both efforts. Schedule one-on-ones
Nothing de-motivates more than feeling insignificant. So although you may have your goals outlined for the organization, you want to be sure to identify your teams? goals as well. Doing so will let them know you care about their personal success and not just the company?s.
Schedule time to speak with each team member and lay out goals. Use the time to talk about where team members see themselves headed at your company and in their lives. It?s in this environment that you can find out what motivates each team member and create a road map for achieving new objectives.
If your team are struggling with what kinds of goals to set, it?s your job to guide them. Start by learning more
about what gets them fired up while working. Is it sales? Marketing? Numbers? Technology? Find the hot buttons, and press them ? so that both you and your team will stay happy.
The three steps above are only a starting point, because motivation is easily lost in the shuffle. Particularly when times are busy or the budget is lean, it?s tempting to shift into survival mode rather than think about how to thrive. As a leader, keep the motivational fires burning strong by checking in regularly ? not only with your team, but with yourself. Undoubtedly, you and your team can exceed one another?s expectations if you put forth the required effort.

Rowan Williams to step down as Anglican leader
LONDON (AP) ? Archbishop of Canterbury Rowan Williams is stepping down at the end of the year, calling an end to a tumultuous decade as leader of a global Anglican Communion that has been sharply divided over sexuality and gender.
Williams, 61, renowned for his formidable learning, announced Friday he will take up a new post as master of Magdalene College, Cambridge.
He was appointed in 2002 as archbishop of Canterbury, the senior official in the Church of England and the spiritual leader of the Anglican Communion, which says it represents 85 million people worldwide.
A self-described "hairy leftie," Williams is instantly recognizable due to his thick beard and vigorous eyebrows. His statements, often dense and complex, invariably were gently spoken.
He is the author of more than two dozen books, ranging across theology, history, economics and the writing of Fyodor Dostoevsky. He eagerly shared debating platforms with his opponents, including atheist biologist Richard Dawkins.
Much of Williams' time as archbishop was devoted to trying to hold the diverse churches within the Anglican Communion together despite an often bitter dispute over homosexuality, which put conservative and growing African churches at odds with liberal churches in the United States and Canada.
Within England, Williams disappointed liberal supporters by not backing the appointment of a gay priest, Jeffrey John, to a bishopric. Yet conservatives in the church remained suspicious of Williams because, as archbishop of Wales, he had knowingly ordained gay men to the priesthood.
"The worst aspects of the job, I think, have been the sense that there are some conflicts that won't go away, however long you struggle with them, and that not everybody in the Anglican Communion or even in the Church of England is eager to avoid schism or separation," Williams said in an interview with the British news agency, Press Association.
"Crisis management is never a favorite activity, I have to admit, but it is not as if that has overshadowed everything," Williams added, saying "It has certainly been a major nuisance."
As the Church of England moves slowly toward allowing women to become bishops, Williams had sought with limited success to devise a formula to placate both advocates of female bishops and those in the church who refuse to have anything to do with them.
The Anglicans' looming final vote on female bishops, Williams said, is one of the "watersheds" this year that encouraged him to think of moving on.
Williams also caused a political storm in 2008 by suggesting that Islamic Sharia law could have a role in Britain in settling some disputes. The ensuing frenzy ignored the fact that Islamic principles were already used to settle some disputes.
The archbishop gained the support of Lord Phillips, then the senior judge in England, who said "there was no reason why Sharia principles, or any other religious code, should not be the basis for mediation or other forms of alternative dispute resolution."
Williams maintained warm relations with Roman Catholics even as Pope Benedict XVI created an ordinariate to receive traditionalist Anglicans who remain opposed to female priests and could not accept female bishops and other changes within the church.
Last weekend, Williams joined Benedict at a ceremony in Rome where they urged followers to work and pray for unity.
"In the last three years, I have grown to appreciate more and more the fine qualities of Archbishop Rowan: his kindness, his sharp intellect, his dedication to striving for harmony between peoples, especially within the Christian family, his courage and his friendship," said Archbishop Vincent Nichols, the leader of the Catholic Church in England.
John Sentamu, the Church of England archbishop of York, said Williams had endured much unfair criticism.
"Despite his courageous, tireless and holy endeavor, he has been much maligned by people who should have known better. For my part he has been God's apostle for our time," said John Sentamu, who figures prominently in speculation about Williams' successor.
"His stepping down to pursue something he dearly loves ? teaching and writing ? is received with gratitude, as this will continue to be a blessing to the Church," Sentamu said.
Williams has a deep connection with Cambridge University, where he studied theology at Christ's College and then served as a tutor at Westcott House, a Church of England theological college in the city. He lectured in the School of Divinity from 1980 to 1986, and was dean and chaplain of Clare College from 1984 to 1986.
Cambridge is also where he met his wife, Jane, a fellow theologian and author. They married in 1981.
He was appointed bishop of Monmouth in Wales in 1992, and took on the additional title of archbishop of Wales in 2000.

We can't leave cat conflicts ?up to the cats.? | Way of Cats blog
I have a lovely bunch of cats. As I illustrated in Crisis in Cat Civilization, the four of them work together beautifully, almost all the time.
It?s those times when they don?t that I have to step in. Otherwise, Cat Town could fall apart.

But they are all such sweet cats, who have such a nice home. Do I really have to work at keeping them friends?
Yes, but I don?t have to work hard.
I simply have to be alert to potential problems, and defuse them while they are still barely noticeable. Just as toddlers, without guidance, wind up smacking each other out of frustration, so our cats, without guidance, will resort to Rules of the Jungle if they are not getting their points across.
James the Grump. For most of his kittenhood, James Bond was part of a large group of cats, and left alone, the way he liked it. Then, in a dramatic reversal, he lived with only one other cat, Smokepuff, who mostly ignored him, the way he liked it.
Then, when James was already ten years old, we got Reverend Jim; then Olwyn; then Tristan. And they all wanted to tackle his head and disembowel him. He hates that!
Fortunately, there were always other cats that a playful kitten could be guided to instead. Fortunately, I was there to remind the kittens that James doesn?t like being Ritually Slain.
As they grew in mental power, and their playful instincts abated somewhat, they all learned that they could interact with James by using ways he liked. Some, like Olwyn, learned very quickly. Some, like Tristan, took a little longer. But without me protecting him, James would have been even more grumpy, and would have to hide a lot more, and miss out on human affection, which would make him really grumpy.
That wouldn?t be fair to James.
Reverend Jim the Clueless. While Reverend Jim arrived at our home with his big ol? heart operating properly, the social skills for getting that heart a big ol? hug were defective. He used to reach out to both James Bond and Smokepuff by bothering them, because he didn?t know any other way.
It was my job to sweetly praise RJ when he sat and watched Puffy; when he cuddled up to James Bond without gnawing on his head, too. We came up with games RJ and Puffy could play together, like fishing treats out of the puzzle box
This is how RJ discovered he could feel close to Puffy by simply sitting near him; and they both basked in the glow of friendship. RJ learned his frantic attempts at closeness did not work; that his calm reaching, did. He learned to play with humans, and also by himself, with his favorite method being two toys stacked on top of each other, for a real challenge. If we hadn?t guided him, he would never have learned how to make cat friends.
That wouldn?t be fair to Reverend Jim.
Olwyn the Nag. She?s bossy. There?s no two ways about it. When defusing a situation that her too-much-bossing created, I remind the other cats that ?she bosses us around, too!?
My favorite tactic is to back Olwyn up, but more diplomatically. She wants RJ to do as she asks? Well, it is his turn to amuse ?the baby.? I?ll help. Did she knock things off of every surface in the bedroom in the dead of night? Well, the kitchen is torn up over a leaky pipe, and when I explain this to her, she will calm down. Then, so will the other cats.
The fact is, we are fortunate to have such a sweetheart, who cares so much, who contributes to the smooth running of the house far more than she disrupts it. If I didn?t back her up, these organizational skills couldn?t be expressed properly.
That wouldn?t be fair to Olwyn.
Tristan the Playful Harasser. Then, there?s the beanhead. We love him because he?s a beanhead, and in spite of his being a beanhead. In an ideal situation, he?d be overdue for getting a small rowdy kitten to amuse himself with. But we didn?t plan on having four, and we really can?t have five.
So at least once a day, more if we can manage it, we play him into the ground to help the other cats, who are also playing him into the ground. James won?t play the games at all, Olwyn wears out quickly, and RJ is worried about going too far. Even with the other cats, Tristan needs supervision as much as he needs play. And we can?t ask him to play, less.
That wouldn?t be fair to Tristan.
At any point, during our policing of our own Cat Town, the most important operative principle is the same as any Sheriff of any old western town. That would be fairness.
Every cat gets a shot at a relaxing dinnertime, a great seat at the best window, all the cuddling they could want in the way they want it. If we have to fuss to make sure; then we fuss.

Cissy Houston Labels Bobbi Kristina/Nick Gordon Relationship as "Incest"
Drama surrounding Whitney Houston's family continues to persist, long after this singer has passed away.
The latest controversy surrounds daughter Bobbi Kristina Brown, who announced this week that she's dating Nick Gordon, a young man taken in by her mother many years ago and raised as her stepson.
Bobbi and Nick went public with their status on Twitter, with Gordon emphasizing there's no blood relation between the two and telling the "haters" they "don't have a brain" if they find anything wrong with the scenario.
Turns out, according to TMZ sources, Gordon was challenging Whitney's mom, Cissy, who a friend claims takes major exception to her granddaughter cozying up to her quasi sibling. She has reportedly labeled the relationship "incestuous" and believes Nick is taking advantage of a vulnerable Bobbi.
Moreover, this mole says Cissy is willing to take an extreme step in order to split the couple up: she's asking Whitney Houston's Estate to legally evict Gordon from the premises.
