Boy wonder Daniel Radcliffe is eager to show the world that he?s more than just the beloved Harry Potter. And, for the most part, he?s successful in proving his range in his lead role as Arthur Kipps, a widowed lawyer whose wife passed away from giving birth to their son Joseph. His employer sends him to a deserted English village to help settle legal affairs for his recently deceased client.

Things quickly start becoming weird when Arthur encounters a specter resembling a woman dressed all in black, and even more chilling when children begin dying under mysterious circumstances.

While ?The Woman in Black? thankfully avoids the gratuitous blood and gore of most horror films being made today, unfortunately the weak plotline and over-manipulative scare tactics border on cheap and almost humorous. Instead of filling in the holes in the story, Watkins and team seem more intent on painfully prolonging the suspenseful, edge-of-your-seat moments, to the point where it becomes tiresome and overly heavy-handed.

Despite the one-dimensional lackluster storyline, ?The Woman in Black? nevertheless entertains and deserves recognition if only for its haunting cinematography and strong cast with supporting characters, including the great Ciar?n Hinds and Janet McTeer. Obama plan to lower mortgage payments could help, but how much? (The Christian Science Monitor)

President Obama fleshed out a new mortgage-relief plan Wednesday, saying the steps he outlines would "help millions of responsible homeowners" and the US economy.

The proposal aims to bring lower monthly mortgage payments to as many borrowers as possible.

A key element: Where past refinancing initiatives have focused especially on Americans with so-called "conforming" loans backed by Fannie Mae or Freddie Mac, Mr. Obama is hoping to extend similar relief to loans underwritten by private lenders.

Millions of households hold these loans, and a refinance at today's low interest rates can bring savings of $300 per month for typical families. More than one-third of them have balances larger than the home's current value, which has made traditional refinancing impossible.

With the housing market still depressed, and overall consumer spirits still dampened by America's debt overhang, many economists support the pursuit of new policies to help reduce foreclosures and stabilize home values.

"It would make a difference" for the housing market and economy, says Patrick Newport, an economist at IHS Global Insight, referring to Obama's latest initiative.

But he warns against thinking that the impact of Obama's or other proposals would be enormous. Yes, the housing market and mortgage debts are central to the nation's current struggles, says Mr. Newport, who specializes in housing. But no single policy is a quick or dramatic fix.

The president, in essence, acknowledged that point in a speech Wednesday in Falls Church, Va.

"The truth is, it?s going to take more time than any of us would like for the housing market to fully recover from this crisis," Obama said as he unveiled details of new initiatives. "I?ll be honest ? the programs that we put forward [so far] haven?t worked at the scale that we hoped."

He said his administration's efforts have helped nearly 1 million people refinance in the past two years. But the scale of the problem is massive. The nation now has about 30 million mortgages backed by government-sponsored enterprises (GSEs), mainly Fannie or Freddie, Newport says. About 3 million of those are "under water," meaning the loan is now bigger than home value. Another 20 million or more have been underwritten entirely by private lenders. Some 35 percent of those, 7 million or more, are under water.

Obama's argument is that as more families refinance at a low interest rate, incidences of default and foreclosure will diminish, helping to stabilize home values and restore consumer confidence. The families who benefit will also get extra cash in their pockets each month, which they can use to buy other things in the economy or to pay down debt.

The president's latest plan includes several major elements:

Allowing more borrowers with GSE-insured loans to refinance through Fannie and Freddie. Obama outlined several moves toward "streamlined refinancing."

Creating a new refinance program for non-GSE borrowers, through the Federal Housing Administration (FHA). Costs of the program would be covered by a new Financial Crisis Responsibility Fee on banks. This program, and the fee on banks, would require congressional approval.

As with Obama's existing "refi" program, the new one for non-GSE loans is designed to allow many underwater borrowers to benefit. Participants must live in the home and be current on the mortgage. Availability would be more limited if a loan is deeply underwater (loan more than 140 percent of home value) or if borrower is unemployed.

A new initiative will aim to turn more foreclosed homes into rental properties. That's better, Obama said, than having lots of vacant homes in a neighborhood.

The Consumer Financial Protection Bureau is moving to make the mortgage application process simpler and more transparent. Obama held up a single sheet of paper designed to replace what are currently overlapping and complex disclosures.

One obvious challenge to implementing Obama's new housing blueprint is that Republicans control the House of Representatives. They aren't keen to create new mortgage-relief programs or what amounts to a new tax on banks ? especially for a plan that results in only a modest boost.

Even if the Obama plans could be implemented in their entirety, new foreclosures coming into the pipeline from a large pool of already-delinquent borrowers would not be eligible for the Obama relief, for example.  And if the refi boom helped 3 million households each save about $3,000 a year, the boost to the economy would still be quite small ? on the order of 0.1 percent of gross domestic product, according to an estimate by Capital Economics, a research firm in Toronto.

Obama's housing pitch represents part of a broader "blueprint" for the US economy, which he laid out in his State of the Union address in January. The blueprint is partly a set of policy proposals and partly a campaign platform, designed to show voters the president trying all possible ways to lift a weak economy.

Home prices have continued to edge generally downward even after the recession ended, although the number of delinquent loans has been gradually declining over the past year. Housing analysts say its possible home prices will stabilize by later this year.

Experts say Gingrich moon base dreams not lunacy (AP)

WASHINGTON ? Republican presidential candidate Newt Gingrich wants to create a lunar colony that he says could become a U.S. state. There's his grand research plan to figure out what makes the human brain tick. And he's warned about electromagnetic pulse attacks leaving America without electricity.

To some people, these ideas sound like science fiction. But mostly they are not.

Several science policy experts say the former House speaker's ideas are based in mainstream science. But somehow, Gingrich manages to make them sound way out there, taking them first a small step and then a giant leap further than where other politicians have gone.

Gingrich's promise that "by the end of my second term we will have the first permanent base on the moon" got amped up in a recent debate in Florida, which lost thousands of jobs with the end of the space shuttle program. By then, the lunar base had become a colony and even a potential state, and his moon ideas were ridiculed by rival Mitt Romney.

Returning to the moon and building an outpost there is not new. Until three years ago, it was U.S. policy and billions of dollars were spent on that idea.

Staying on the moon dates at least to 1969, when a government committee recommended that NASA first build a winged, reusable space shuttle followed by a space station and then a moon outpost. In 1989, President George H.W. Bush proposed going to the moon and staying there.

Sixteen years later, in 2005, his son, President George W. Bush, proposed a similar lunar outpost, phased out the space shuttle program and spent more than $9 billion designing a return to the moon program.

George Washington University space policy director Scott Pace, who was NASA's associate administrator in the second Bush administration and is a Romney supporter, said the 2020 lunar base date Gingrich mentioned was feasible when it was proposed in 2005.

But it is no longer, felled by funding cuts and President Barack Obama's decision to cancel the program. Pace said it would be hard to figure out when NASA could get back to the moon, but that such a return is doable.

What kept killing return-to-the moon plans were the costs, starting in 1969. The proposal died 20 years later when the price tag was released: more than $700 billion in current dollars. The second President Bush's plans started running into problems due to insufficient funding. After a special commission said those plans were not sustainable, Obama cancelled the return-to-the-moon program. Instead, he ordered NASA to aim astronauts toward an asteroid and eventually Mars, something many space experts say is even more ambitious.

"Some of you may like it and you may dislike it, but I gave the boldest explanation of going into space since John F. Kennedy in 1961," Gingrich said this week in Florida. "I believe in an America of big ideas and big solutions. I believe if we unleash the American people we will rebuild the American dream."

In Florida, nearly all the Republican presidential candidates promoted private companies sending astronauts into space. Several companies are building private spaceships. Commercial space companies taking over the job of getting Americans into low Earth orbit is a cornerstone of the Obama space plan. But, again, money has been an issue.

For example, NASA received $406 million in its current budget for private space programs. Obama had asked Congress for $805 million.

Neal Lane, former head of the National Science Foundation and White House science adviser during the Clinton administration, said Gingrich's proposals aren't crazy, although he may disagree with some of them. Gingrich's ideas and actions are "very pro-science," said Lane, who credited Gingrich with protecting federal science research from budget cuts in the 1990s.

"He's on the edge of mainstream thinking about big science. Except for the idea of establishing a colony on the moon, it's not over the edge," added Syracuse University science policy professor Henry Lambright.

In Iowa, Gingrich pushed a "brain science" initiative that advocates spending more private and federal money to map the human brain to help fight and cure Alzheimer's disease. He said the idea was based on the experience of watching his late mother's transformation from a happy person with friends to living in a long-term care facility suffering from bipolar disease, depression and physical ailments.

Gingrich said his "whole emphasis on brain science" is based on his mother's depression and mental illnesses. Discussing the issue in Iowa, he wiped away a tear, saying: "It's not a theory. It's in fact, my mother."

The idea of mapping the brain to figure out how it works is a traditional scientific approach to a difficult problem. Scientists have tried to conquer disease by mapping the human genome and figuring out the basic biology of cancer, said Arizona State University science policy professor Dan Sarewitz. The trouble is that, in the past, it hasn't paid off as promised, he said.

Gingrich also has raised eyebrows with his dire warnings about the threat of electromagnetic pulses. The fear being that a nuclear bomb detonated hundreds of miles above America could knock out the country's electricity for a long time. In 2009, Gingrich said it "may be the greatest threat we face ... We would in fact lose our civilization in a matter of seconds."

Paul Fischbeck, a professor of engineering and risk at Carnegie Mellon University, said the threat has existed for about a half a century and is real. But "it's getting more likely and more dangerous" as America becomes more electronic-dependent and other countries advance in technology, he said.

Still, it's space where Gingrich dreams biggest and raises the most eyebrows.

Much of the criticism of his space plans, especially in the media, have been unfair, said Alan Stern, NASA's space sciences chief during George W. Bush's administration. He said Gingrich is just thinking big, like a pioneer.

"That's how `Star Trek' begins," said Stern, vice president of the Southwest Research Institute and director of the Florida Space Institute. "But when a government guy or politician talks that way, they just get clobbered about being unrealistic and that's unfortunate."

White House pressure on Gulf oil leak figures alleged

Official estimates of how much oil leaked into the Gulf of Mexico during the 2010 Deepwater Horizon disaster turned out to be well below the mark. Now an advocacy group has filed a complaint of misconduct to the US National Oceanic and Atmospheric Administration (NOAA) against the scientist who compiled the estimates, alleging he "lowballed" the numbers after political pressure from the White House, among others.

Public Employees for Environmental Responsibility (PEER) alleges that Bill Lehr of NOAA edited his report to stress estimates from a technique called particle image velocimetry, even though three scientists on the team had already concluded that the technique was seriously underestimating the flow.

Their much higher estimates were later confirmed to be roughly correct.

Lehr denies the allegation. "Absolutely nothing was done in any way to change these numbers or fudge any data," he told New Scientist.
